Not Everyone Will Show the Same Signs

What are the telltale
Signs, sounds, smiles
And -- even smells of it?
Movement characterized
By a bit of fooling, fumbling,
Mumbling and ... stumbling?
Skydiving (!), swaying of bodies?
Loss of coordination and balance?
Impaired judgment, louder speeches?
Or downright yells and loose mouths?
All-hell-is-let-loose eyeballing drama?
Touchy with others or a silly, slick look?

He just lost balance, lost it,
The attendees were stunned,
A minister tottered and blathered,
His eyes were glassy and red-looking,
Had the fella had too much to guzzle?
Was it a typical case of one too many?
The fellow failed to balance interests,
His address was heavy on the interests
Of his partisan party, on beverages and fun,
On a harvest of votes, not on growth or jobs,
He was lambasted for grandstanding and lying,
For encouraging the illegal trade and intake
Of tototo, a risky brew that is criminalized
And prohibited by the Harmful Liquids Act,
"The prosperous production, exportation
Of marijuana has galvanized cabinet
To consider the possibility of ex ... ex ...
Exporting our tasty tototo to other countries.
I lust for tototo and cannot turn down sips
Of it even at gunpoint!" he driveled, dallied
Before doddering back to his chair, but then
His bums missed the edges of the lounger
By several centimeters and what happened
Was his thumping, high and hulking frame!
